Information Structure of Industrial, Scientific and Technological Development of Russia

(The theses contain description of the structure and functions of the information resource telecommunication network and databases for the industry, science and education of Russia).

Information support to the scientific and engineering activities in Russia is based on the National System for Scientific and Technical Information (GSNTI) uniting all federal, branch and regional information funds, databases and data banks according to various fields of activities. These include such important information services of Russia as Scientific and Technical Information Center of Russia (VNTIC) -= a federal information fund of non-published documents, All-Russia Institute for Scientific and Technical Information (VINITI) - a federal fund of published document^, Federal Institute of Industrial Property under Rospatent a federal fund of patent documents, Federal Fund of National Standards. All-Russia Classifiers of technical and economic information, international standards of Gosstandart of Russia. Scientific and Technical Center Informregistr under Ministry of Communications of Russia - a federal fund of data on electronic editions and more. All in all over 30 information profile organizations are working in the GSNTI system whose information funds accumulate, process and offers to the users tens of millions information sources in the Held of science and engineering.

Branch NT'1 bodies and scientific and technical libraries are functioning in different branches of the Russian industry. They form and organize usage of branch information funds and databases on subjects of particular industries.

Formation, maintenance and organization of the use of regional information funds, databases and data banks, preparation, publication and dissemination of information on the results of scientific and technical activities of organizations are exercised by regional centers of scientific and technical information of Rosinformresurs under the Russian Ministry of Industry, Science and Technologies (69 centers in different regions of Russia).

Practically all federal NTI bodies and scientific and technical libraries possess sufficiently powerful information retrieval systems functioning in a remote access mode. Many information services announced their WWW-servers where they store data on the information sources in the funds. Thus, VINITI server has about 15 million records in permanent access (bibliographic and summarized) on'information sources processed by the Institute. Database "Market of the Russian Industrial Products" of the Moscow Regional NTI Center of Rosinformresurs contains about 60 thousand records. Volgograd CNTI database contains over 100 thousand records on the results of scientific and technical activities of regional organizations of Russia.

Recent years have witnessed measures aimed to unite efforts of information organizations in concentration of their intellectual, information and financial resources in order to solve the problem of (lie establishment of electronic libraries in Russia. This direction is believed to be a major one for the development of GSNTI in Russia. During the recent .year concept and draft universal program Electronic Libraries of Russia have been developed, which were supported at the governmental level.

Topicality of works on creation of a consistent system of electronic libraries of the

country is determined by the following basic aspects:

- necessity to raise the efficiency of the use of Russian electronic information resources;

- intensive use of the opportunities of up-to-date information technolo'gies and telecommunications in scientific, engineering, social and cultural goals;

- necessity to coordinate activities of federal authorities and authorities of subjects of the Russian Federation in organization of up-to-date services rendered to the population, consolidation and raising efficiency of using funds of the federal and regional budgets appropriated for the creation of information resources and information support of the population;

- need to support national manufacturers of information resources and technologies, use of potential of the Russian developers and researchers;

- interests of Russia in the world information community and information market;

- importance of the development of cultural relations with compatriots abroad. At present there is a developed method for formation and integration of heterogeneous information resources into a single information environment and an open architecture of a digital distributed system of integrated resources, a language has been suggested for the resource description on the basis of an international Dublin Core metadata format standard. A similar scheme for the industry may be built basing on the said developments.

An important aspect in the solution of the full-text document processing .[.s corporate technology for formation of electronic libraries. As you may know (he world practice uses for tliese purposes the W3C consortium XML (extensible Markup Language) metalanguage specification. The first version of this language was adopted in 1998. Specification XML 1.0 describes a simple and flexible format for document structuring based on SGML (international standard ISO 8879). Today this metalanguage is becoming the main instrument for data exchange in Internet. Characteristic feature of the GSN'l'I system is that its telecommunication resources are supported by the national computer telecommunication network for science and higher school. This network unites all research centers and foremost universities of Russia from Vladivostok to Kaliningrad and from St. Petersburg to Makhachkala. Being a non-commercial network it plays the role of an integrator of not only federal, but also regional information resources and direct users thereof. Information exchange in the network is exercised with the use of up-to-date Internet technologies. This network includes 20 centers for highly efficient computations coordinated by Interdepartmental Center for Highly LfHcicnt Computations. Today total computer facilities of this super computer network make over 500 Gigaflop and are increasing rapidly. It is absolutely clear that today we cannot do without data arrays processing with the use of powerful computer systems. On the other hand this network' provides computer facilities for research teams, including those remote from these centers. External lines are an important problem for the network development, 'the network has a "bottleneck": it is connected with the world via a 20-Mbit channel, this is extremely little for Russia. The Government promised to support us and we hope to expand external lines, for this purpose we are forming a special program. Ministry of Industry, Science and Technologies of Russia engages in international cooperation in the field of scientific and technical information on the basis of bilateral and multilateral relations with partners from different countries, as well as international organizations of information profile.

For example, at present there is an agreement between Ministry of Industry, Science and Technologies of Russia and its partner in Germany (BMBF) on cooperation in the field of information and documentation signed in 1994. This agreement established links between a number of federal information services of Russia and Germany, which are now developing. As important international project for the countries we would like to mention the project for creation in Russia of centers for access to the SMN International databases allowing to Russian users to receive information from over 200 most important databases of industrialized countries on various, aspects of science and technology. This allowed to create a number of such centers in our country, in regional bodies for scientific and technical information (Moscow, St. Petersburg, Tomsk, Perm, Yaroslavl, Chelyabinsk, Irkutsk, Krasnodar).

Heads of the CIS countries governments signed an Agreement on inter governmental exchange of scientific and technical information. According to this Agreement an International Coordination Council for Scientific and Technical Information (MKS NTI) was established. For the passed period a number of Joint projects aimed to consolidate cooperation of the CIS countries in the field of NTI has been implemented within the framework of MKS NTI.

As to cooperation with international information -profile organizations we may note productive contacts with such organizations as International Federation for Document Studies (FID), International Organization for Standardization (ISO), International Federation of Library Associations and Institutions (1FLA), UNESCO, International Center for Scientific and Technical Information (ICSTI) and many more.

In conclusion I must mention support of the international scientific community. We have a lot of grants from international foundations. Implementation of the T'ACIS program, the first regional program, allowed to create 6 telecommunication units for science and education. At last, there are 33 Internet Centers working with support of the Open Sores Foundation Society. I hope that in the future we will work in close cooperation with international organizations and foundations. Tins is a substantial support for us.
