Abstract. This special-purpose reference system includes normative documents and technical manuals that stipulate the engineering survey, design, construction, operation, repair, and reconstruction of buildings and other structures, as well as licensing, expertise, and supervision in construction. The documents are represented as electronic copies of official publications fully authentic to the originals, including formulas, tables, drawings, and charts. The system has been designed in cooperation with and support of several constructional governmental agencies and state inspection of Russia, Moscow, and St. Petersburg.
