International Library, Information, and Analytical Center

This Center is a new stage in developing a project of Russian-American Information, Library, and Analytical Center, which has been welcomed by libraries and information centers of Ukraine, Belarus, Georgia, Kazakhstan, and other countries of the former USSR. Presently, the Center is a non-profit American corporation, which has been formally registered in the United States and represents interests and services of libraries, information centers, and scholar and academic institutions of Russia and other countries of the former USSR on the American market. The objective of the Center is to facilitate the access of American users to scientific, technological, legal, business, and other types of information in Russia and the CIS. Based in the United States, the Center will serve as a gateway to Russian information, promote fast and reliable delivery of information and originals from Russia to American companies, and facilitate a reverse flow of publications to Russia and other partners. The Center’s WWW-servers have been designed to provide fast and reliable access to information, English-language information included, which will be pre-processed with regard to the American standards. The Center’s incorporators are well-known libraries and institutes. The Center will be governed by the Board of Directors and supervised by the Advisory Board. Financial support and investments are required for the start-up and the first year of operation. At later stages, the expenses will be covered by contracts, while the Center will preserve a non-profit status.

The Center will operate within the programs:

Library Program

  • Exchange of bibliographic databases.
  • Service provided to American users by Russian libraries and vice versa.
  • Subscription to American periodicals and other publications offered to Russian libraries on preferential terms.
  • Regular delivery of Russian scientific, technological, and other publications to American libraries and organizations.
  • Training of Russian librarians in American libraries and related institutions.
  • Professional conferences and workshops.
  • Professional tourism.

Scientific, Technological, and Social Information Exchange Program

  • Regular supply of Russian databases and attached copies of requested originals.
  • Conversion of Russian information products in accordance with the American standards.
  • Creation of new information products on request.
  • Regular supply of American information to Russian users.
  • Exchange of information on new technologies, know-how, innovations, etc.
  • Assistance provided to Russian institutions in the promotion of their technologies to the U.S. market.
  • Creation of a reference information system on Russian technologies and innovations and technologies of other countries of the former USSR.

Educational Program

  • Regular exchange of teachers, students, and professionals.
  • Russian-language courses for American students and professionals (in future, courses of languages spoken in other countries of the former USSR).
  • Professional courses for the Americans in Russian universities.
  • Development of a remote-training system for Russia and the United States and, in the case of interest, for other partners of the Center.
  • Cooperative training courses in Russian and American universities.

Business Information Program

  • Delivery of information arrays and originals on marketing, law, and address-reference information.
  • Delivery of lists of products, services, prices, etc.
  • Establishment of business contacts.
  • Regular exchange of business express information.

Consulting Program

  • Development, updating, and electronic delivery of reference information about Russia and other partners of the Center.
  • Assistance in arranging professional and other visits to Russia.

Telecommunication Program

Being an auxiliary program, it may be implemented by the work groups on telecommunication.

  • Development and maintenance of the Center's Internet WWW-servers.
  • Teleaccess to the information resources of the former USSR.
  • Connection of Russian libraries, information centers, and institutions to WWW-servers.
  • Creation of effective and high-quality information exchange environment.
  • Professional teleconferences.
